I suspect he was either quite foolish or felt he had a bone to pick with his natural heirs when he married her and, therefore, wanted to cause the heirs some problems.
I can't imagine that a legal ceremony provided him with anything from her he wouldn't have gotten simply by moving her in.

The circumstances surrounding the two deaths are either very coincidental or there may have been some form of neglect on Stern's part regarding administering the drugs.
As mentioned in court, Anna didn't drive, so he drove her to get these meds and was very well aware of what she was on as well as how much she was taking.
