Also according to SISM analyst Schlotter's Research Note:
"Heavy oil is becoming an increasingly important part of the world's oil production, since it's becoming more and more difficult to find so-called conventional oil. Significant acquisitions can be expected in the near future as supermajors are seeking to make up for losses of heavy oil business in Venezuela. This will also pave the way for aggressive oil sands development to spread west from Fort McMurray to Peace River. Deep Well's Sawn Lake Property in Peace River has similar geological characteristics to BlackRock's existing Seal Field Project, both targeting heavy oil from the same Bluesky reservoir formation. Shell acquired BlackRock for $2.2B in 2006.

Well I assumed that the company put out the PR. I understand your point that they didn't set the value themselves, which is obviosuly important to note, but unless someone else put out the PR, they did, in fact, announce it.
Regardless, I'm not making any prediction or analysis on this, one way or the other, just saying usually PRs like this are bulls*t.
