Horn, has been named as Chairman of the Scientific Advisory Board for Produce Safety and Security International, Inc. Robert O'Block, Founder and CEO, of The American College of Forensic Examiners, the world's largest professional forensic membership association, announced today that Dr. Floyd P. Horn, Former Director of Food, Agriculture and Water Security at the White House Office of Homeland Security will be making a presentation on Agroterrorism at the association's upcoming Certified in Homeland Security 2005 National Conference in San Diego, California, September 28-29, 2005. The CHS program is the nation's leading private sector Homeland Security professional membership association dedicated to the certification, training and continuing education of Homeland Security professionals. O'Block notes that Dr. Horn is one of the world's leading experts on protecting agriculture and the food/water supply against terrorist attacks.

Dr. Horn's distinguished career spanned more than three decades with the U.S. Department of Agriculture, including ten years as the Administrator of the Agricultural Research Service (ARS), the USDA's primary research arm. As Administrator of ARS, Dr. Horn was responsible for overseeing a program, with an annual budget in excess of $1 billion, and which conducted research under 22 National Research Programs in such areas as food safety and biotechnology; improved crop and livestock production; pest management; livestock diseases; soil, water and natural resources; human nutrition; and sustainable agriculture. The ARS has more than 9,000 employees in more than 100 laboratories throughout the United States and internationally and also employs more than 5,000 other personnel through contractual agreements with universities and other organizations. ARS has eight adminstrative regions in the U.S., each with a director who reports to the ARS Administrator.

Dr. Horn served as the Director of Food, Agriculture and Water Security at the White House Office of Homeland Security from December 2001 to June 2002. This was a new position in a new unit within the Executive Office of the President at the White House. It was a one-year charter assignment to the White House during which time Dr. Horn worked exclusively for the President through Governor Tom Ridge, former Secretary of the Department of Homeland Security, as part of his staff.

Dr. Horn, received his B.S. in Agricultural Science from the University of Maine, his M.S. and Ph.D. in Animal (Ruminant Nutrition) from West Virginia University. Dr. Horn is the author of numerous professional publications, has presented papers by invitation at conferences and symosia throughout the world and he has been the recipient of numerous honors and awards. Dr. Horn was honored for meritorious government service by both President George Bush in 1991 and by President Bill Clinton in 2000.
