If some brokers did illegal activity with the JPHC/PAIV/PAVC situation, can the shareholders come together and sue them for their mishandling of the situation (which meant a huge profit loss for the shareholders)? Any thoughts about this? If it's feasible, I'll be the first one to take action!

Check the sec reports on GLUV, I'm sure others here can give you other securities that have been through the ringer by the share holders coming together. http://www.imanet.org/pdf/1832.pdf might be a good read.
