1. The best place to find A/S, O/S, etc is by reading their filings on the SEC.GOV web site (if they have any). This company does.

2. A/S is increasing to 15,000,000,000 (15 billion).

Dilution will prevent this from being a huge runner unless they are not dumping shares into the market yet (unlikely). It takes a lot of trades to move that kind of A/S. I don't know what the new O/S is after this, but I'm sure someone can do the math.
