Since naked shorting seems pretty common with penny stocks, somebody here explain to me what I am missing. The buy ins . net website reports ORTN as a victim of naked shorting. If I am reading it right, Market center .com says Ortec International has 27.55M shares outstanding. Buy ins says there are 48.69 shares being traded. Does this mean somebody is naked shorting and toying with over 21M nonexisting shares? Will the MMs have to buy back all those 21M so they can deliver pursuant to Regulation SHO? Wouldn't that be just over 76 percent of all actual outstanding shares that the MMs would need to accumulate? Would that not make ORTN a good buy based just on that fact alone?
