Has huge land position with billions of barrels of oil, but in areas where the Canadian government has not previously granted drilling rights to be able to determine the actual amout of oil present. The government wants to be sure that everything is done right before the first permit is granted and so the process has been slow. Needed multiple agencies to give the approval and that has taken over a year. Now just one approval left and then drilling can start.
