WOW...granted...The U.K. is Parliamentary Monarchy so they are much more accustomed to centralized systems, but this particular idea seems quite idiotic. I can't help wonder why anyone thought this plan was worth letting see the light of day. It seems almost designed to create opposition from all sectors.
