First, because he's intellectually deficient enough to believe that crap.
Second, because Rove, believing most of the people are also similarly deficient {and knowing it is the case for their far far right base), tells him it sounds patriotic.

Best foreign policy any president could make..... alternative fuel source. Turn that spicket off. Hell I might actually vote for a democrat if he said I pledge we will be free of dependance on Middle East oil in 4 years and we will share our technology with the world!!! Unpractical probably, but it would be fun to watch those guys over there squirm.

What's the average amount of time an American keeps a car for? Four years? Five? Have to factor that into any energy plan aimed at removing our dependence on foriegn oil.

It isn't really unpractical. If we, this nation, were to actually devote our resources to an attack on the problem, we would find that most of what the petroleum and power companies like to call impractical and impossible has already been shown to work.
There already exists large dairy farms that generate electricity and fuel their building and vehicles with methane collected from the manure of the cattle and that are completely independent of outside sources of power.
That's just one sort of success.
I was reading today that Texas leads the nation in wind generated electricity and in construction of new such windmills. California isn't far behind and I recall that Pennsylvania and the states to the west of the great Lakes are well along in wind generators. There are "wind farms" off shore in New England I understand and more in planning there. Both there and in California have funded studies that prove the idea that wind farms are hazzards to birds and their migration are false.
The real success will come with mass production of fuel cells and hydrogen generator so that we not only have an alternative to fossil fuels, but also an alternative that is completely non poluting.
