Doesn't the Country have the right to expect that it's president would have probed deeply enough into the mental and moral character of any person he put into such a powerful position, that they COULDN'T abuse their position through not fully understanding and respecting the ethical and legal ramifications of whatever actions they might take in the guise of an official of the United States?
I think every one of them did know and every one of them "thought" he knew that the power of the presidency, in tandem with overt secrecy, would protect him from exposure and let him ignore the legal and ethical responsibilities of the position.
Remember, a cabal, like a fish, rots from the head!
