how can a stock have volume over 2 billion and it dosn't move?

It depends on the amount of shares the have out.

these pennies all have too many shares outstanding, and they issue more, the price drops again, and it becomes a cycle.... did you ever see charts where the historical prices say like $1500 was the high? That's cause they reverse split it to death. Think .0001 is the lowest a stock can go? NOOOOO. They reverse split it to a penny lets say, issue more shares and it goes back down to .0001 again... check a 2 year chart on PCOR.ob for example.
