bottom picks.

This is a swing pick. I'm expecting ELCO to begin to run before the end of February, ELCO's pr. on Jan 11th had an important event occuring at the end of February. Reaching preffered bidder status and 2 subsequent contracts. ELCO's announcement on the 11th casued it to run aproximately 3x its pps. ELCO has since consolidated and most people forgot the news was coming. Pick your spots and good luck!

I have taken a position on the support line. The 50 MA and the 200 MA should cross the end of this week. The "preffered bidder" announcement should be announced soon and I believe it will break the 52 week high of .35

I have included the whole p.r. from the 11th and the headlines of subsequent pr's

The registrant had 61,281,860 shares of common stock, $.01 par value, outstanding as of November 5, 2004

Shares Outstanding:61.28MFloat:57.70M% Held by Insiders:5.84%

I've listed the recent news underneath but I'm in because the stock is at support the 50 and 200 ma's will cross soon and this news from JAN 11'th should come out END OF FEB. (2nd Paragraph) if/when this happens.....KABOOOOOM! In my opinion [Smile]

NORWOOD, Mass., Jan 11, 2005 /PRNewswire-FirstCall via COMTEX/ -- Elcom International, Inc. (OTC Bulletin Board: ELCO and AIM: ELC and ELCS), today announced that the Company is one of the sub-contractors to PA Consulting Group (PA), which the Office of Government Commerce ("OGC") has named as the Preferred Bidder for the creation and deployment of the OGC's Zanzibar eMarketplace for U.K. public sector organizations. PA is the envisaged primary contractor with Preferred Bidder status with Elcom providing the eProcurement and eMarketplace components of the Zanzibar eMarketplace system.
Preferred Bidder status means that OGC will negotiate exclusively with PA in respect to a framework agreement targeted to be in place by the end of February. However, Preferred Bidder status is at all times contingent on the successful negotiation of the terms of the framework agreement and the status can be withdrawn by OGC at its absolute discretion. Accordingly there can be no assurance that these negotiations will be successful and a framework agreement consummated. Assuming negotiations are concluded satisfactorily with the OGC, Elcom expects to execute a back-to-back contract with PA for the OGC Zanzibar system directly after the framework agreement is signed.
Robert J. Crowell, Elcom International's Chairman and CEO, said, "We are extremely pleased to be the eMarketplace and eProcurement solution provider to the PA consortium that has been selected as Preferred Bidder for the OGC Zanzibar eMarketplace system. This is a very large and sophisticated system which will allow all public sector organizations in England to participate in the OGC sponsored Zanzibar eMarketplace without having to go out to tender. We look forward to working closely with PA and the other members of the consortium to make Zanzibar a system that delivers quantifiable savings and other benefits to all participants and thereby serve the public good in the U.K."
Zanzibar will provide a 'Procure to Pay' Marketplace, including an eHub (data warehouse, single point of access to the government marketplace for buyers and suppliers), hosted common and individual catalogues and punch out to catalogues as well as non-catalogue transactions. Zanzibar will be an OGCbuying.solutions Framework Agreement and run as a Managed Service on behalf of Government Departments and Agencies, which are expected to join as individual agencies

this has picked up a little action.

I'm in.....let's get moving.

Posted by keithsan on :

interesting close, mm's flipped quick on no volume at all, i think the mm at .15 was their to sell a few shares and when he was done it moved up.

this should begin to pick up some excitement before the "date" at the end of february as no one wants to buy after the news comes out.

Posted by cruz on :

pretty much a 50/50 deal here. don't you think?

Posted by keithsan on :

on the deal?

it is suggested that this deal will go through, the stock is on support .15 maybe .14

with deal pending it is highly unlikely for it to fall through support. If deal does come through, it will be followed "quickly" by 2 contracts, if i remember correctly they will be gov't contracts.

Basically the reward greatly outways the risk, if deal falls throuh and i lose 10% oh well. If it goes through like i expect, I'm looking at a triple bagger. IMO.

I don't want to buy at over .20 once the pr does come out...
DD it thoroughly, there is no rush.

Posted by Thorn on :

All I saw was little dribbles of trades at .15 yesterday. I don't think there was much left at that price.

Posted by Raptorsrule on :

I tried all day to get in at .15 and couldn't....I finally got filled at .16.

Posted by Thorn on :

If you don't mind buying 3-400 shares at a time, three times per day, then there may be some left to trade at .15 [Razz]

Posted by Phrogger on :

In at .16. A little concerned about the low volume, but the prospects looked promising for the end of the month. Keithsan, I know you hear it a lot, but thanks for the DD you provide and the tips to stocks many of us newer guys might not even pick up on.

hopefully your still saying it in a couple weeks [Smile]

Come on, The World Series and the Super Bowl. Only good things happening in the Boston area.

I'm always lining up picks, got thousands, just most of'em never get ripe enough to pick.

Posted by d6veteran on :

I got two orders filled on this one at .15 this week.

I did mine own DD as well and I agree with what keith is saying. Risk is like -%10 and the gain is anyone's guess.

The low volume doesn't worry me. Look at TLTD between gains ... that one turned into an ATM machine overnight.

Bling Bling.

risk vs. reward.

on this one, risk is low, reward can be great.

Posted by keithsan on :

great volume here, it hasn't been lower than .14 in a while. this is double to triple normal volume and its early, .17 could be gone today, news could come this week.

I've been trying to get my extra shares all afternoon and can't get the dang thing to fill
I've been all over the place and still can't get them to fill the damn thing.
I'm just getting greedy...why won't they let me be greedy! LOL

Posted by d6veteran on :

Sometimes you gotta let it sit for a bit on these smaller volume days. I could be out of my mind but I think the MMs try to smoke you out into a higher ask, and when you resubmit the order they know they got a live one.

Yea, I didn't change the price just tried smaller orders and no all or none. Got it filled but took all afternoon.

Ya, I'm jumpy lately. I've had a lot of penny stocks trade in and out within half a day, and until recently I've really been a swing trader.

Everything is like a hot potato to me now. Which has also caused me to sell off some decent stocks too early, like sprl and gtel.

Holding.

Well, they haven't lost the bid yet, or else they could say so, right? That means most likely they are just delayed in finalizing it, as I've been speculating, right?

Here's my correspondence:

Hi!

I'm a current investor of ELCO. Can you tell me
anything about the status of the Zanzibar eMarketplace
bid with the OGC?

Thank you,

Posted by MtgVo on :

Im thinking of getting in on this at .15? What you guys think? This still strong or I shouldn't bother?

Posted by Leinad on :

I'm risking myself.

I think it will go back to about 0.11.

Hope I am wrong.

Posted by keithsan on :

looks like support is 14/15 i doubt it will break down. It may do a quick shake down to there but it seems safe.

MTGVO: if the news comes, you should be happy getting in here. If it doesn't come, you should be able to exit where you got in. Its a low float, solid company. Not much risk.

Posted by Leinad on :

I should have said, if it breaks 0.14, it should go to +/- 0.11 and bounce up.

Posted by d6veteran on :

I'm holding. Small shake out.

I know one of the people that sold today and he just sold cuz he wanted the cash free for other trading -- impatient.

No bad news is good news imo.

yep they play with this one all day.

Posted by d6veteran on :

I had to stop watching this one today. The bid and ask were ticking constantly regardless of any trades.

Was that the MMs trying to shake us out? I really don't know what that means.

Posted by Thorn on :

I got some more at .14 after a long wait. [Smile] I guess they are shaking some holders out of the tree.

Speaking of Elcom, they have had close ties with the OCG for a while now. They presented at a conference in May '04 along with OGC. Someone else also presented Scotland's eProcurement system (provided in part by Elcom in '02). It is no wonder they are the "preferred bidder."

just waiting for news its on the bottom of my crawler safe, boring and waiting.

Posted by shqipe on :

I'm holding as well. Once news hits this one will move fast.

Posted by Thorn on :

I'm holding til news comes. Hoping it isn't like UWRL (but I can't see it doing like UWRL and not moving up). There's some close ties between the company and the gov, and that's how gov contracts are acquired. And the delay is very government-typical. [Razz]

The longer it takes to go up, the more I end up buying [Big Grin]

Posted by Elvisdog on :

I'm holding. Actually adding a little more. When I emailed the company a week or so ago about Zanzibar deal the response was "we cannot discuss deals we have not yet finalized." Trying to read between the lines I take that as a positive. Yet finalized? Why not "in current negotiations" or something like this? I'm gonna continue to hold.

Posted by Thorn on :

Thanks, Elvisdog. Much better than the response I got:

I emailed one of the execs on the 3rd and he sent his email to me on the 4th. And he told me to email any further questions to investor relations. He said he would forward my email to them. Then Thorn, I received the same email from investor relations as you did. Anyway, I feel like Laktu and hope Christmas comes early this year.....

If I am not mistaken, their annual report is due to come out before too much longer. Last years was dated 29 March. At least there will be something as to how things are going in the company. I, too, have written them (as well as PA consulting) and am waiting a reply. Do not expect too much as is common, but thought what heck. I am confident we will get something within the next two weeks (end of month) timeframe.

Posted by d6veteran on :

Bad news:

http://biz.yahoo.com/prnews/050331/neth008.html?.v=4

Specifically:

"The Company, which is (as previously announced) a member of the Consortium which is the sole preferred bidder for the U.K. Government's Zanzibar eProcurement tender in the U.K., believes that a general election will shortly be called in the U.K. Because of this, the earliest the Zanzibar agreement is anticipated to be signed is May 2, 2005. The Company believes the Zanzibar agreement, while delayed, will be signed; however, the date thereof remains uncertain. This further substantial delay has impaired the Company's fundraising opportunities. Because the Company had already expected the Zanzibar contract to have been awarded and announced (which would have enhanced fundraising activities), this additional delay has exacerbated the level of the Company's shortfall of operating cash. As a result, the Company will soon be unable to fund operations or other obligations.

While the Company continues to explore several opportunities to raise additional funding, the Company has limited funds to operate and there can be no assurance that any new funding will be received, or on what terms. In addition, as previously disclosed, the Company believed that its liquidity sources would allow it to operate into the first quarter. Hence, if the Company is unable to secure funding to operate and pay its creditors by April 2005, it will be forced to seek protection under Federal bankruptcy laws and may not be able to operate as a going concern."

The short version:

"bankruptcy"

OUCH

D6 relax, penny companies are hardly ever profitable and these types fo statements are always in the quarterlies.

pick 50 and start reading.

what i don't like is the unknown date of the news now...thats troublesome.

wasn't expecting that when i came home.

Watch it for a pop eventually.

They'll make it move for those (friendly's) who didn't have time to get out.

anyways, i'll be looking for big block buys before i get back in...

I don't understand the tone ("relax"). I was in this stock from .14 up to .24 and down to .08. I don't like bad news either but I'm gonna call it like I see it. The reason most of us are/were in this stock was for the Z contract and that has been officially delayed. That is not good news. People been holding this over a month now and now the news is out the the deal is another month away.

My intent was to inform the people holding ELCO so they can manage their risk. That's one of the benefits of a good stock trading forum like this. If it was all pump I wouldn't come here.

Let's look for a bottom and re-enter. GLTA.

Posted by keithsan on :

i agrree with you on the contract,

my relax was on your BANKRUPTCY statement, which, you wouldn't buy hardly any pennies because they are mostly in a similar predicament of finding funding to support there ventures.

I stopped out and will be looking for big block buys to see if contract is being signed.

no one pumping, if you didn't post the news i would've.

Posted by Thorn on :

Yeah,I should have dumped when it dropped the first time (to around 13 I think). With it possibly doubling or trippling, catching it once it is moving is not a bad thing. See you all closer to May. GLTY.

The OUSD eMarketplace System went live on March 31 and includes suppliers such as Dell, School Specialties and Campus Security, with additional suppliers being in discussions to participate.

Elcom is providing OUSD with a hosted eMarketplace solution at no charge to OUSD that includes its PECOS Internet Procurement Manager configured as an eMarketplace, which will automate the procurement process and the purchase of goods and services throughout all of Oakland's schools. An agent fee, based on revenues through the system, is paid to Elcom by participating suppliers.

Oswaldo A. Galarza, OUSD's Information Technology Officer, said, "The selection of Elcom to provide our school district with an eMarketplace demonstrates that Elcom's technology and solutions are proven and robust and reflect the direction that Oakland is pursuing in leveraging technology to improve efficiencies in administrative operations. The Elcom PECOS eMarketplace system will enable schools and departments to take advantage of the flexibility of the Web for procurement needs while maintaining the District Business Rules and posting appropriate information into its internal financial systems, at no cost to Oakland."

Robert J. Crowell, Elcom International, Inc.'s Chairman and CEO, said, "We are pleased to have Oakland Unified School District as our first educational eMarketplace client using the multi-tenant implementation of PECOS as their eMarketplace solution. Public schools across the country are challenged with providing quality education in the face of severe budget cuts and we are gratified to be able to provide a system, at no cost to OUSD, that will improve purchasing across all the schools in the system resulting in lower product and process costs. Anticipated administrative improvements associated with implementation of an eMarketplace powered by our PECOS System will assist OUSD in its mission to do more with less."

Well, hey, if they are providing work for free, this stock is a steal!

Seriously, it's nice news. Still, it comes at a strange time.

Anyone still in this? I got back in on the recent low since the chart looked like we bottomed out.

Noticed it is starting to uptick this week.

Still got it on my watchlist, D6. I can't afford to leave my $ in it (or so I tell myself). I'm hoping to complete my other trades in time to buy a piece of ELCO or else I'll have to bail -- should I think I can catch ELCO on the run -- when it happens.

I got some good words from investor relations (vote of confidence) but you know this is a risky deal - the whole company depends upon this one contract!

Dang. Already at .11; I may miss this one. [Frown] Still, news isn't expected until May 5 or later, so I'm banking on that. A 4x play would have been nice (.08 -> .32+) but even a tripple or double would make me happy.

(There's always too much opportunity out there; why can't these companies coordinate for us little guys? [Big Grin] )

Do we know for sure that the announcement is not going to be before May 5th?

I was looking through my notes on ELCO and I have "by early May" written down.

That's the word from ELCO in a news release on March 31:

quote:
The Company, which is (as previously announced) a member of the Consortium which is the sole preferred bidder for the U.K.
And then again on April 7:

quote:
In addition, even if such a financing arrangement is achieved, it is the Company's belief that the Zanzibar contract will not be signed until at least after the May 5 General Election in the U.K., as previously announced.
Has anyone heard anything about the general election? I'll go do some searching but am not up on UK news.
